D-SNP Plans and OTC Benefits: Extra Benefits for Dual-Eligible Members
What Are D-SNP Plans?
Dual Special Needs Plans (D-SNPs) are Medicare Advantage plans designed specifically for people who have both Medicare and Medicaid. These plans typically offer the most generous OTC benefits of any Medicare plan type.
Who Qualifies?
- Full dual-eligible: Members with both Medicare Part A/B and full Medicaid benefits. These members typically receive the highest D-SNP benefits
- Partial dual-eligible: Members with Medicare and partial Medicaid (Medicaid helps with Medicare premiums or copays). Benefits may be slightly lower
- QMB, SLMB, QI: These Medicaid categories (Qualified Medicare Beneficiary, Specified Low-Income Medicare Beneficiary, Qualifying Individual) each qualify for D-SNP enrollment with varying benefit levels
D-SNP OTC Benefits Are Higher
- Typical D-SNP OTC amounts: $100-$350+ per quarter, significantly more than standard Medicare Advantage plans which typically offer $25-$100
- Combined benefits: Many D-SNP plans combine OTC + grocery + utilities on a single flex card, with total allowances of $200-$500+ per quarter
- Additional covered items: D-SNP OTC catalogs often include more items than standard plans, including some personal care products, healthy foods, and household items
How to Enroll
- Verify your Medicaid status: Contact your state Medicaid office to confirm your eligibility category
- Compare D-SNP plans: Multiple insurance companies offer D-SNP plans in most areas. Compare OTC amounts, extra benefits, and provider networks
- Enrollment periods: D-SNP members have a special quarterly enrollment period — you can switch D-SNP plans every quarter, not just during AEP
Extra D-SNP Benefits Beyond OTC
- Transportation: Many D-SNP plans cover rides to medical appointments
- Dental, vision, hearing: D-SNP plans often include comprehensive dental, vision, and hearing benefits
- Home support: Some D-SNP plans include home-delivered meals, pest control, and other home support services
Important Note
To maintain D-SNP enrollment, you must maintain your Medicaid eligibility. If your Medicaid is terminated, you'll be disenrolled from the D-SNP plan. Keep your Medicaid renewal current — contact your state Medicaid office before your renewal deadline.
